GIZ “Vision 100” – 100 % Renewable Energy

Project description

In this project, researchers from the Reiner Lemoine Institute are developing concepts for an Energy Transition Dashboard for the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).  It is intended to promote transparency and support evidence-based decisions. Key audiences for the dashboard include country consultants, programme planners, policymakers and regional coordinators, who will benefit from an intuitive tool that supports strategic planning, project development and reporting.

In addition, the project team evaluates GIZ’s existing energy portfolio and examines international energy initiatives in order to make recommendations for strategic decisions within the framework of GIZ’s Vision 100. This is GIZ’s Energy Portfolio Strategy, which aims to ensure a 100% sustainable and needs-based energy supply in GIZ’s partner countries by 2030 and to achieve complete decarbonisation by 2050.

Database for strategic energy decisions 

In the project, the scientists are developing a concept for a data-driven dashboard on the energy transition that will enable real-time analyses and well-founded decisions. The project team has created a country classification system to categorise the partner countries. It contains criteria such as energy access, political environment, decarbonisation potential and institutional capacities. This classification forms the basis for the dashboard. It makes important indicators for planning and monitoring the energy transition visible and thus creates the conditions for a transparent, data-based assessment of the international energy transition.

Analysis of the existing energy portfolio

The project also includes an analysis of international energy initiatives and the existing GIZ energy portfolio. This includes mapping relevant initiatives with regard to their goals, service offerings and compliance with the needs of developing countries and emerging economies. The aim of the analysis is to identify synergies and gaps in the current funding landscape in order to better coordinate international support with national priorities of the energy transition.

Results

  • Based on the data collected and the analysis of the global energy transition, it is clear that the greatest need for action is in the areas of data infrastructure and governance.
  • In particular, countries in sub-Saharan Africa and other structurally weaker regions, which have limited data availability and low institutional capacities, need increased support to improve data collection and processing.
  • GIZ should expand its capacities in these regions and specifically promote digital infrastructures and capacity building in order to enable sound energy planning and implementation.
  • The areas of Just Transition and Social Resilience should be the focus of attention, especially in the most socially disadvantaged countries, in order to ensure a just and inclusive energy transition.
  • Cooperation should primarily take place with well-established, transparent initiatives that have strong governance structures, transparent financing models and clear political support.
  • Coordination should take place through flexible, modular partnerships that can adapt according to context and needs.
