Norman worked at RLI from 2012 until December 2023 and was Head of the Research Unit Mobility with Renewable Energy since January 2021. Previously, he had been Deputy Head of the same Research Unit for a year, as well as he had been Head of the Municipal Mobility Team within the Research Unit since 2018. His research interests focus on analyses with the aim of developing mobility concepts for municipalities and federal states.

As a researcher at RLI, Norman started out testing the use of small wind turbines in practical projects. He was also involved in the development of the control system for a mini grid test rig. In the context of the showcase projects at the Berlin EUREF campus and at Berlin Südkreuz railway station, he was increasingly involved in the modeling and simulation of decentralized energy systems. The focus of his work was on the identification of optimized energy systems for the supply of electrified vehicle fleets. With the management of the PIOnEER2 project in 2017, Norman's focus shifted to spatial analyses for the development of municipal mobility projects.
